The Douglas County Board of Commissioners (BOC) today is expected to approve C.P. Richards Construction Company Inc. as the low bidder at $2,227,000 for the new Lithia Springs recreation complex.
This action is part of the agenda for the 10 a.m. regular BOC meeting in Citizens Hall at the county courthouse.
Richards was the lowest of 15 bidders seeking to build the complex, located on Lee Road, which will include ball fields, concession buildings and other structures.
The new park will be a replacement for Woodrow Wilson Park in Lithia Springs which suffered extensive damage in last year’s Sept. 20-21 flooding. The Wilson facility will be renovated for use as a passive recreation park.
Other items on today’s BOC agenda include:
• public hearing and vote on county school zone speed ordinance;
• declaration of Feb. 1-7 as “Career and Technical Education Week” in Douglas County;
• declaration of Feb. 2 as “Firefighters Appreciation Day” in Douglas County;
• resolution for reimbursement from bond proceeds for certain planning services associated with the jail project;
• upgrade of current E-911 phone system to the new Viper E-911 which will accept text messaging and video formats;
• annual agreement with West Georgia Regional Library;
• acceptance of a grant from The Georgia Criminal Justice Coordinating Council (CJCC) for $61,858 for a domestic violence investigator in the solicitor-general’s office; $32,581.50 for a video evidence transfer upgrade for the sheriff’s office; and $75,000 for record storage software for the Superior and State courts;
• acceptance of $225,370 Federal Transit Administration (FTA) grant for reimbursement for 12 vans purchased last year for the Rideshare program and $74,079 for van purchases in 2011 or later;
• modification to the Neighborhood Stabilization Program to allow down payment assistance in the form of a soft second mortgage with a forgivable term of 10 years;
• and renewal of contract for medical and mental health services for the jail with Dr. Jimmy Graham.
