Temple Mayor says challenger got the facts wrong

A Temple mayoral candidate acknowledged he had not actually looked at the city budget before criticizing incumbent Rick Ford’s fiscal performance.

Lester Harmon, who is running against Ford in the race and is a former Temple mayor himself, told the Times-Georgian in late September that since he left office in 2005, Ford — who was elected that year and took office in January of 2006 — has squandered a $3.6 million cash reserve. Harmon also makes the claim in his campaign literature. In a pamphlet titled “Vote Lester Harmon for Mayor” he says, “When I left office in December of 2005 the city of Temple had 3.6 million dollars in the bank. Yet four years later, the funds are not available to purchase necessities such as WARRS radios.”

According to Ford and recent budget numbers, Harmon’s statement is incorrect.

The city is actually operating with a similar cash reserve as it had when Harmon left office. At the end of 2008, the city had $3.1 million in its cash line item. The year before, the city had $3.5 million in its cash reserve, and in 2006, the cash reserve topped $3.2 million.

Harmon said he based his statement in his campaign literature on the fact that the city sold a trailer that was serving as a DUI command center to help pay for the emergency WARRS radio system, and he admitted he had not looked at any of the actual budgetary data from the city in recent years.

“I don’t have access to all of that,” he said. “I was only speaking about what was there when I left office, and that’s all.”

City budget documents are public information and can be obtained by any citizen for a small fee.

While the initial amount budgeted for a WARRS system in the Police Department’s budget was spent almost in its entirety by the former police chief, the city did also budget for it in the most recent special purpose local option sales tax, Ford said. While there was enough money to fund the project entirely with SPLOST dollars, Ford said the decision was made to sell the trailer to free up additional SPLOST funding for other projects, not because financing of the WARRS system would have been otherwise impossible.

Harmon’s claim in the Sept. 30 issue of the Times-Georgian that the Temple police budget had skyrocketed by 50 percent since he left office is also inaccurate. In that time, the budget has increased from $785,900 to $846,365, an increase of less than 10 percent.

Harmon’s campaign literature also says he was not guilty of a past ethics complaint.

Yet, he did in 2002 sign a consent order acknowledging that he had incorrectly filed a campaign contributions disclosure report. He paid $850 in penalties as part of the consent order.

While that’s true, Harmon said he has faced a number of ethics complaints since then, and all but one have been dropped or dismissed.

Harmon has said out loud in public that he will fire certain city employees. Many people have heard these comments. The bickering over numbers is important, a few dollars either way can make a difference in paying a bill in full or not. Admitting mistakes, when did either one admit to making a mistake. Both have history of making mistakes, both have ethics complaints, both have had the news and the GBI out while in office. Is there really a comparison?? The citizens of Temple are tired of being caught in the middle. One side plays the other side and for what, people to not be friends or even friendly to each other, neighbors to not speak cause so and so said this or that and pass judgment. How many years can this continue on until the citizens of Temple say enough is enough and stop the bickering and stop. The city needs a mayor that will run the city, sure mistakes will be made, but when will it be just that and not all this finger pointing. The police department has good employees, it has some that do not need to be in law enforcement, city hall has employees that work hard and do their job as well as those that do not, the same with the water department, the rec department, and city council,as for that matter the citizens of Temple are the same. it is the same in any city or county or state agency across the nation. Yea, come on citizens of people when is enough enough. The rumors, the talk, the finger pointing, when will it stop, when will the citizens of Temple start being a part of a community, support the schools, the athletics, why did the high school need a parent to be on council and no one showed up to vote at the high school. When will the citizens of Temple stop looking for reasons to be angry at each other and start supporting each other.

The reason we are so mad is our tax dollars are being used for personal gain and our taxes are about to go up for Rick Frauds reckless accountability. How do you know that we don't know these people that are draining the city of Temple dry? I do know them unfortnately. I wish I didn't know them and I wish I didn't have a reason to write these comments about our current adminstration. Why do you wish took look the other direction while this fraudelant facist dirtbag destroys the city and anyone who gets in his way for his own personal gain? This is not the playground this is the real world (if this was a playground Rick Fraud wouldn't be in the principal's office he would be in the clinic next Bracknell). This is about defending an assult on our city and its people.

I recall Temple being in the news quiet a bit when Harmon was Mayor.Also remember the entire police dept, except for one officer,was either terminated or resigned.And, I remember how a position at city hall was created for a family member making more than an office worker, who had been employed with the city for numerous years,and this family member who was a part time employee received full time benefits at the expense of the city. And, police officers set up at the city limits catching speeders in their speed trap locations.I know of several people who received speeding tickets at the same speed trap location, during that time.So, I guess politicians are all dishonest, some more than others.Sad for our town of Temple.

What Tricky Ricky has to lose is his home on 82 Tallapoosa that the citzens of Temple rightfully own. This is one of Dick Dodgers money laundering scams. He dumps city money and materials into this home and the refinances the money back out. This home was purchased on March 12, 1998 for $55,000. Since the he has completed some extensive renovations on the home with Temple's money. On May 8, 2009 he refinanced this house for $174,200. Not too bad of a cash profit in today's market. His home on 60 Tallapoosa he purchased on May 11, 1999 for $90,000. He put down $18,000 on this home at that time (he financed $72,000). On 01/27/2003 he refinanced this home for $102,000. Again on 03/28/2005 refinanced for $102,800 (this time was probably for a lower rate). Then another dip for $50,000 on June 5,2006. Maybe the city can remove him from these money laundry mats on Tallapoosa street and turn them into a Vistor Center and move the Temple Garden Club to the backyard now that all the debris have been removed at the expense of the city. Rick Fraud and family could move next door to Mary Meth Lab Liz's house.

Just wanted to comment regarding the post by 40ozBlackknight..First of all..I would love to know where you get that our officers do not write citations.. people drive around the city of Temple to keep from getting one! Next I personally saw Temple PD with cars pulled over today..you see it every day..Harmon is not talking about doing away with the police to allow crime to increase..He is talking about putting those officers BACK on the streets deterring crime and not setting up speed traps. you should talk to some business owners that have been hit over and over and NO INVESTIGATION ever catches anyone! As for the hit list your talking about..how about bringing a copy of it with you to the next council meeting. There is NO such list.what there is though are some city employees who dont want anyone else to get in office and call for a fraud audit. As for the black man comments??What the hell?? The only black PD officer we have in the city PD Lester Harmon hired and he was berated in public last week for talking with a citizen that the Mayor and his wife oppose..go and ask for the police report..The only black person this administration hired in a position of leadership was James Baily and we all know what happened to him..in case you dont, he was arrested, accused of a crime, alleged racial remarks were made by the mayor in regards to this black man as related in statements in a GBI report given by another employee..which you can get a copy of for yourself. James was cleared of all wrong doing and has the paper work to prove it, but they ruined him in the process. If you are worried about equality in Temple..then take a good look at what we have right now and tell me where the equality is??

Please can anything be more insane than the article above..Maybe the writer should have put a foot note in there that the Mayor himself came to see him all upset cause the last story made him look like the crazo that he is and somehow the Mayor of Temple managed to get the paper to give him some more free space..If you take all these "ex disgruntled employees" out of the picture and consider the fact that the ONE employee Mr. Sam Russel who still works for him has done more to reveal the mayors character than anyone he ever fired. Mr Russel says you cant trust this guy..he says the mayor lied about the dirt and that the city never asked for it, he says the mayor made him and others cover up a huge sewer spill, he says that the mayor laughed about his ethics complaints and made a joke by slapping himself on the wrist and saying that was all the punishment there was going to be. Mr Russel is not an EX employee who is upset with Mr. Dick Dodge..aka Rick Ford..he still works for the city and will continue to do so..cause God knows you cant fire an accomplice unless you dare pissing him off enough to tell any more juicy truths. He knows he can not win this election..he talks of a clean campaign while his neighbor is challenging his only opponents right to run? I have never seen anyone so desperate to win an election in a small town in my life..what exactly does he stand to loose folks? the two hundred dollar a month salary? I imagine the smell at city hall will improve greatly once he is removed..it stinks to high heaven there..smells like evil rottenness..its not uncommon to go in to pay your bill and see a can of air freshener on the counter.. You have got to be kidding me - Ford is absolutely the biggest LIAR and CROOK Temple has ever seen or had in office - and we have had our share of them. He LIES to every person he talks to and never gives a straight answer or tells the truth- Ford's favorite line is I will have to check on that and then never does anything - of course he learned this from his friend (and they ARE good friends) Larry Mann who is afraid of being found guilty of more wrong doing - so now he's quitting the city council and trying to put his little boy Jay on the council so he can do daddy's dirty work! Of course Jay really thinks he is a little too good for the little town of Temple - so this will be hard for him to fake if he is elected - and of yea - Jay REALLY likes to drink and get drunk - so this could become a problem. Ford has done one thing for Temple - he has gotten the town and himself on TV time after time after time - making us look like a bunch of fools. The GBI should investigate Ford for all his dirty deals and throw him in jail - he could share a cell with his old attorney friend Charles Thomas - who cheated and lied to people for years until he got caught up with. Yes - I know Charles Thomas got us some state money for ball fields - but he cheated a LOT of people in the process - so Ford is just like him. Charles Thomas should have had to sell his big house in Temple and his big lakehouse near Athens - that he and his wife like to brag about - to payback all the people he cheated. Ford could do the same thing - sell his big house and pay back the city for all the building supplies he has stolen - and maybe he would have a little bit of money left to buy his hateful wife some liquor! Do I dislike Ford - don't really know him - just tired of hearing his lies and seeing him mistreat and bully the citizens of Temple and make us look like fools on TV over and over and over. Again -I hope the GBI will check him out from top to bottom - and then let him be cell mates with Charles Thomas!

Wow, A politician that admits he made a mistake. Ford, you learn from Harmon about admitting you are wrong, or hell, just admitting to anything. As far as MASS FIRING go, quit being retarded folks. Harmon has never public stated that he is going to fire anyone. Seems like the only employees that are worried about getting fired if Harmon wins are the ones that are probably not doing their jobs in the first place and have lived under Teflon Don "Rick's" umbrella of mediocrity. If you are an employee and you think that you are going to get fired, then you have some insecurity issues that you need to seek council on. Use common sense people, all the hoopla regarding MASS FIRINGs, CONSPIRACIES, and WHATEVER Rick wants you to believe is simply propaganda. If the worst thing I did was get some facts wrong regarding some numbers, it's hell of alot better than being on the news three times in less than one year and being part of a GBI investigation. Really weak last minute effort to use an article in the paper to try to sway a few votes. Dont think Randy Travis will come do an I-Team for that. What news, challenger admits to having incorrect information regarding the budget. Woopty do... At least Harmon has the BALLS to admit when he is wrong. Ever hear FORD tell the truth? Its always we could have done this better or that is simply not true. FORD is the biggest joke for a Mayor, ever. I think everyone hates him, except a few people who actually believe his lies. No politician is perfect, but come on people, take the risk and drink the cup of water with the lint in it.

All PD employees are so afraid they are going to loose their jobs when the Harmon administration takes office that they are afraid to write any citations or do any real police work -don't want to piss off the voters and/or new administration. Several PD employees- to include the new Chief, have already been named on "hit list" and apparently will be out the door come Jan 1, 2010, all because of nothing more than doing the job they were hired to do. Tell the officers to just ride around and wave at people all day and see how quick the crime stats go up. A strong, aggressive Law Enforcement presence PREVENTS CRIME! People will not break the law if they know they WILL BE PUNISHED,but for some reason Harmon does not appear to want this. Why not just encourage Temple officers to seek employment with a more professional agency?? And then all the disgruntled ex-PD employees can have their jobs back- everybody in Temple can break the law and everyone is happy.. Temple is no place for a professional Officer-especially those of color -run off the black man, but you will feel the heat. The black man will have the last stand.
