The Rev. Joe Neal, a retired Methodist minister, served as the grand marshal in Saturday's Carroll County 17th NAACP Martin Luther King Jr. Day Parade. The parade through downtown Carrollton honored local retired pastors. The parade was also in recognition of February as Black History Month. Neal, who retired from the ministry five years ago, is a member of Moore’s Chapel United Methodist Church in Carrollton.
