The first Carroll County Board of Commissioners meeting of 2013 lasted about 20 minutes Tuesday night and consisted mainly of naming several appointments to county boards.

The meeting marked the first one presided over by Marty Smith, newly sworn-in commission chairman.

All the appointments were approved by 6-0 votes, with District 6 Commissioner George Chambers absent.

District 1 Commissioner Trent North was re-elected as BOC vice-chairman.

Catherine Brock, whose term expired Dec. 31, was re-elected to a new three-year term on the Board of Elections and Registration.

Dr. Laura Larson was appointed to fill a vacancy on the Board of Health, which expires on Dec. 31, 2016.

Thurman Pope was named to fill the two-year term on the District 3 seat of the Recreation Advisory Committee, formerly held by Ronald Burchfield, whose term expired Dec. 31.

Wilburn Albright was named to fill the District 6 seat on the Carroll County Water Authority Board, which expired Dec. 31, formerly held by Robert York.

Ed Cahill was named to fill a seat on the Region 6 Behavioral Health and Development Disabilities Planning Board, created by the resignation of Charles Thomas. The term expires June 30, 2014.

In other BOC action, the board approved by a 6-0 vote the advertising of proposed budget amendments, increasing revenues and appropriations by $50,023.

A scheduled zoning application hearing was tabled to a later meeting. The hearing would have considered the request of Mark and Justin Vaughn to amend the zoning ordinance and map for a 4.48 acre tract, located at South Van Wert and Rocky Branch roads, from residential (R-2) zoning to commercial (C) zoning.
