Mr. Foster was born on Oct. 20, 1949, in Washita County, Okla., the son of the late Robert Luther Mansfiled Foster and Tiney Lee Reynolds Foster.
He is survived by a sister, Brenda Jackson of Cordell, Okla.
A private memorial service will be conducted in Oklahoma at a later date.
