Carroll County Commission Chairman Bill Chappell was stopped at a roadblock on Highway 5 and Duncan Road last Thursday night. He struggled through several field sobriety tests before blowing a .071 on the field alco-sensor device, according to a video from the Georgia State Patrol. He was released, but the trooper said he followed him home to make sure "he makes it home OK." The video here shows part of the footage from the trooper's dashboard camera that night.

He beat the man/system isnt that what is all about? He fooled them crooked cops and got away with it. I say we give him an Oscar for his performance. If you guys hate the man so much why dont you get out and actively petition him instead of trying to win a tard fight on the Internet. Oh yeah you guys need o stop complaining about pay also. Yall just sit around anyways!!!

And since obviously you are not familier with the LAWS.... even if you dont blow over the legal limit... you can be arrested for DUI...and since obviously he cannot even walk he should have been arrested. ANd even if he was not completely intoxicated, he is an elected official (i dont know how) and he is held to a higher standard. REALLY... YOU NEED TO QUIT DEFENDING A CROOK... how many more bad choices does he get to make before this county crumbles

He was UNDER the legal BAL limit. A limit that has already been lowered in Georgia twice. He was still UNDER the limit. No laws were broken. End of story. It's like driving 63 mph in a 65 mph speed limit zone. UNDER the limit is no crime. Why did the Times Ga even publish such a non event?

Bill Chappell, shame on you. I remember when the formaer city manager of Villa Rica, Steve Russell was charged with DUI. You and your paper covered him like a sausage wrapper. Now, from the video, you did the same. I watched the video. I know the instructions given to you, for I have done that job. I do not care if the portable aclo-sensor said .071, all I can say is you were under the influence, and the trooper cut you a break. He used his discretion because either he didn't want to actually have to "make" the case, or he didn't want the political fallout. No offense to the trooper, but did you offer to pay him off also?

Bill Chappell, if I had stopped you in my jurisdiction (back when I was a cop), and demonstrated those characteristics, you WOULD have been arrested and charged. When someone "flies the airplane" on the one leg stand, and/or can't take 9 steps in a straight line, dude, you were drunk. Period. I don't care what the alco sensor said because you set those instuments with a screw driver. Been there. Done that.

Im 55 years old, and this is the first time I have ever seen a video of a road block stop of a man that was not charged with any crimes. Im wondering how many of you have ever had a nip and drove home?

I remember several years ago, a very prominent man in Carrollton, actually killed a man in an auto accident, from driving drunk, and was never charged, and it sure wasn't in the news paper.

No body can please everybody, but the majority of us voted Billy in office, he is our county commissioner, deal with it.

The same ones here complaining about Billy, are the same ones thats complaining about the President, just because the person you voted for didnt get elected, you have to slander the ones that did.

Whatever your opinion is of this story, the fact is that as a Carroll County citizen, we--ALL of us in Carroll County--deserve better of our elected officials.

Some of the statments below are not quite accurate... .08 on the state administered test of your breath is the point at which the "per se" standard is reached. The breath test on the side of the road is not legally admissable, but can be used as supporting evidence that a person is under the influence of an alcoholic beverage. You can be be cited and arrested for dui between .05 and .08 if the officer can prove that the operator was "less safe" through the use of Field Sobriety testing and the probable cause for the stop. In this instance he failed some of the tests, but did not fail enough of them to be proven "less safe", thus no charges.

No one complains when law enforcement stakes out a meth house or watches areas of known criminal activity. Why is this different. It should not matter where they set up a road check if you are obeying the law and living up to the standards that our elected officials are held too.

He willfully consumed those drinks. He is lucky that he did not have one more drink, or he waited for his alcohol level to drop before driving, or that he was stopped and tested before his alcohol level rose above the .08 standard. Which one was it?

And yes we were all lucky that he did not kill anyone on his way home. The "luck" will eventually run out for all of us. The next time you see headlights weaving into your lane, stick a hand out and wave to your County Commisioner!

Acorncreek, are you really that dumb? Just who is it that you are calling a whining looser, the GSP or the people that are against drunk driving? I am sure that if the GSP had wanted to "get" Bill for something they could have. It does not surprise me that one of Bill's people considers drunk driving ok, as long as it is Bill. I do believe that there are many other states in this country where he would have gone to jail for having blown a .071. I also think that when you take a job as an elected official, you are there representing the county. This is going to look really good on the Atlanta news. He will be showing people that he IS a drunk and the people of Carroll County were dumb enough to elect him. I have not had a drink in years; but if I could find me a job that I could make a $100K a year to be a drunk, sign me up!!

For the ones talking like hes just being picked on,witch hunt,ect.I don't know the man so don't care.But I just wonder if they have ever had a family member killed or hurt by a drunk driver.It don't matter if he was setup or what ever you think may have happen he was still drunk in my opinion.I am proud you,me,or our kids wasn't on the road.And if he does it again maybe we want then.But if he gets stopped again in this shape I would say he deserves to go to jail.

After watching this video I think this officer better be glad he made it home and didn't kill no one.This is bad if this dude which I don't know and don't care to know was driving down the road and gonna pass a family member or friend of mine.I would pray God watch over them that he maintains his lane.To just send him home behind the wheel was a bad decision on the state troopers part.If it was me as a citizen holding no kind of office of any kind.I would be arrested, or at least had to have someone to come get me and my vehicle.And 9 out of 10 times be talked to like a piece of trash for being in that condition on the road.I hope this was not one of those its all in who you are things .I hope he has enough sence not to ever do this again, make sure in this condition as just a regular citizen that you don't get in trouble for being in this same condition if he didn't even though I think if you drink and drive your butt sould go to jail.He will be watched now I'm sure because who knows how long he's been getting by with this.What would of happen if he was a nobody thats what counts......

While .08 percent BAC is the point at which a offence has been committed, it is essential to know that you could be convicted at just .05 percent if the cop can establish you were perilously operating your motor vehicle.

You don't go to jail for a 0.071 unless you do something really stupid like reach for the Trooper's gun... Is this newsworthy? Maybe, because of his office and his other recent actions that have people stirred up. But even Ginger123 would have gotten an escort home. I know the Trooper who did the field sobriety tests in the video and the State Patrol follows MANY people home who are close to the limit, but NOT over (it's the only way Officers CAN stay in touch with someone who might be a danger, LEGALLY, until they are home and off the road).

I didn't vote for Chappell and could care less that he had to get out and do the walk. He was under the limit of this State according to the alco-sensor test. Was he a danger? Probably. Could he be held? No. Does he need to be doing something other than his current line of work? There are plenty of arguments for that... but not for anything in this video (according to the Law).
