Ballot confusion: Candidates, issues, polling places vary in Nov. 3 voting

The Nov. 3 Douglas County election presents a variety of candidates and issues, and the ballots that voters receive depend upon their city or county locations.

This may cause confusion for some voters, Laurie Fulton, county election supervisor, confirmed Friday.

“Voters in city precincts must request both city and county ballots,” Fulton said. “Signs are posted at these locations showing the two separate voting places.”

Voters in the unincorporated part of Douglas County, will receive a ballot with either two or three choices.

For those living in one of the 11 precincts in the eastern and northern part of the county, the ballot will contain the 35th District State Senate race to fill the unexpired term of Kasim Reed, who resigned to run for mayor of Atlanta.

The precincts affected include Annette Winn, Boundary Waters, Beulah, Colonial Hills, Deer Lick, Old Courthouse, Factory Shoals, Golden Methodist, Lithia High, Stewart and Turner.

The county ballot also contains the special purpose local option sales tax (SPLOST) and bond referendum to build a new county jail and authorization for Douglas County to exercise redevelopment powers.

Voters in the city of Douglasville in Wards 1-3 will receive a ballot for city council races, in addition to a vote on the city of Douglasville redevelopment powers. Voters in Wards 4-5 will vote only on the redevelopment powers.

City voters must also request a county ballot to vote in the county election. About 19 percent of the Douglasville voters will have to cast their city and county ballots at different locations, according to Fulton. This is due to a state requirement that city voting must be done within the city limits, she said.

Douglas County voters who live in the city of Villa Rica will vote for Ward 4 of the city council on the city ballot. They must also request a county ballot to vote in the county races.

Absentee mail voters who live in the city must send in two separate ballot requests, one for the city race and another for the county race.

An absentee ballot application can be obtained from the county voter registration office or downloaded from the Georgia Secretary of State Web site. The application must be signed and can be mailed or faxed (770-920-7410) to the voter registration office.

Fulton said, in lieu of an application, absentee voters may request a mail ballot by putting their full name, date of birth and address on a sheet of paper, which is signed by the applicant.

“We must have a signature since it has to be compared with the signature on file in the voter registration office,” she said.
