911 Center bid expected to be let today

Task Force Construction, Inc. of Locust Grove, Georgia is the apparent low bidder at $3,604,214 to build the new Douglas County 911 emergency control center near the county courthouse.

The Board of Commissioners (BOC) is expected to approve the bid at its regular 10 a.m. meeting today in Citizens Hall at the county courthouse.

Task Force was among 19 companies who submitted bids for the project. Albion Scaccia Enterprises actually submitted the lowest bid of $3,325,188 but the company withdrew its bid after discovering math errors in its proposal.

“Bidders have 48 hours to withdraw where they can clearly show an error in arithmetic,” said Diane Connors, county purchasing director. “They cannot withdraw for convenience. It has to be something we can verify.”

Other items on today’s BOC agenda include:

• awarding of the Government Finance Officers Association’s Distinguished Budget Presentation Award;

• acceptance of comments from Georgia Department of Community Affairs (DCA) on changes to county fire safety ordinance;

• agreement with Douglas County Board of Education (BOE) for .04 acres of land and a drainage easement to construct a driveway and drainage improvements at the Bill Arp athletic fields;

• amendments to Douglas County Hazard Mitigation Plan;

• application for a playground grant from the 2010 Resurgens Charitable Foundation;

• adoption of Flood Hazard Mitigation Plan;

• update, revised drug and alcohol fitness for duty policy for Rideshare employees;

• grant application for $349,000 with the Georgia Criminal Justice Coordinating Council (CJCC) for a unified judicial circuit plan to be used with the Victim Witness Assistance program;

• amendment to the budget to accept insurance claims of $40,134 to purchase a used fuel truck to replace on damaged in an accident;

• acceptance of funds from sheriff’s office asset forfeiture account for $21,790 to replace a vehicle in the Transport Division;

• approval of $40,705 change order with Task Force Construction for the construction of the county fire training facility;

• a beverage agreement with Atlanta Coca-Cola Bottling Company for all Douglas County parks;

• and acceptance of sponsorships for the September Saturday festivals and to amend budget to accept the funds.
